Lowest Cost Setup w/ non-GoPro Action Cam and 3-axis Gimbal?

    I'm wondering if there is a setup out there I could use for under $400 that would allow the following:

    - Installation of a Firefly 6s action cam (or other non-GoPro action cam)
    - 3-axis Gimbal
    - Reliable FPV transmission to at least 300m
    - Ability to start/stop video and shoot still photos from the RC or phone/tablet app controls
